In essence, I think that "a baseline" is any strategy that is as simple as possible. The strategy of "Guess the most common character" is employed by many answers, but the baseline answer only does that and nothing else. | |

This is as it should be: in code golf, removing whitespace without golfing variable names would beat the baseline but a serious contender should at the very least do both. | |
