So over the past week I've developed [Just Another Interpreted Stack-Base Language (JAISBaL for short)](https://github.com/SocraticPhoenix/JAISBaL), and I had a few questions: - Is there any reason JAISBaL would be illegal to use for the general `code-golf` tagged challenges? (I've seen other questions asking about introduction of new languages, and the answer to this questions seems to be no, other than the fact that JAISBaL will only be usable on new questions) - Is it legal to use a custom character encoding (for the most part)? I've seen the Jelly codepage, but I'm not sure if that's a custom encoding or a subset of another standard - Is it a huge problem if the interpreter must be downloaded? I only really know Java, so that's what I wrote the interpreter in - How exactly do I go about introducing the language to `code-golf`? Do I just start answering new questions in the language, or is there some 'registration' I need to go through? <s>Finally, on a slightly unrelated note, where can I find the full rules for `code-golf`, the tag popup doesn't seem to provide the full list.
