Is a single Zalgo character considered a single character?

Again, just as I answered on the linked question, according to a simple char/byte counting tool, that's 4 chars, 7 bytes. Combining diacritical marks are counted as separate Unicode characters.

Suitable single-byte character encoding for new golfing language

The Jelly codepage has a lot of characters, all typable from a US International keyboard, so I think this fit your needs.
