It should not already exist, or be a subset of an existing challenge type.
For example, code-golf-using-python would be a subset of code-golf challenges
It should have a single, objective scoring criteria
For example, prettiest-code is an entirely subjective criteria
It should be an interesting challenge type, and should promote quality challenges over a large quantity of challenges
For example, code-trolling attracted multiple low-quality challenges, as opposed to a few high-quality ones.
